UK Packaging Pact Launch Signals Major Shift Toward a Circular Packaging System

Industry News

WRAP has officially launched the UK Packaging Pact, a new 10-year voluntary agreement bringing together businesses, government, and industry stakeholders to transform how packaging is designed, used, and recycled across the UK.

What’s New?

The UK Packaging Pact marks a significant evolution from previous initiatives by:

  • Expanding beyond plastics to cover all packaging formats and materials across multiple sectors, including food, beauty, and household goods.
  • Bringing together over 50 major organisations across the value chain, from retailers to recyclers.

Setting a 10-year roadmap (2026–2035) focused on four key goals:

  • Optimising packaging design
  • Scaling reuse and refill systems
  • Supporting circular infrastructure investment
  • Improving data and traceability
  • Aligning closely with upcoming UK legislation such as Extended Producer Responsibility (EPR) and deposit return schemes.

Unlike its predecessor, this pact takes a whole-system approach, aiming to redesign the entire packaging lifecycle rather than tackling individual materials in isolation.

Why This Matters

  • This launch represents a major step toward a fully circular packaging economy in the UK.
  • The previous UK Plastics Pact achieved significant progress (e.g. eliminating nearly all problematic plastics and increasing recycling rates), but major challenges remain.
  • The new pact aims to go further by tackling systemic issues such as reuse infrastructure, data gaps, and investment barriers. It supports the transition away from single-use packaging toward reuse, recyclability, and reduced carbon impact.
  • By uniting industry and government, it acts as a testbed for future regulation, helping shape policy and accelerate implementation.

Ultimately, it signals a shift from incremental improvements to large-scale, coordinated transformation across the packaging ecosystem.

Who Should Care?

  • Food & beverage brands – Packaging requirements and expectations are evolving rapidly, especially around recyclability and reuse.
  • Retailers & supermarkets – Frontline players in delivering circular packaging solutions to consumers.
  • Packaging manufacturers & suppliers – Increased demand for innovative, sustainable materials and systems.
  • Event organisers & industry platforms  – Opportunity to showcase solutions, drive collaboration, and lead industry dialogue.
  • Policy makers & sustainability professionals – The pact will directly influence regulatory direction and compliance frameworks.
